He said —

He further explained that every member of Kalki Sena is a disciplined Civilian Commando, who considers it his sacred duty to protect society, faith, and the nation.

Dwivedi described his “2.75 War” as more than a military doctrine — it is a comprehensive philosophy of national reconstruction.
He said —
“The .25 war is a struggle against psychological colonization that has distanced Indians from their own knowledge, traditions, and culture. Unless we Indianize our education, justice system, and administrative outlook, no external war can ever truly be won.”
He further explained his ‘Backward Victory’ model —
“First win the .25 war — reclaim your Indian way of thinking and governance. Then win the 0.5 war — neutralize internal ideological divisions. Once we do that, India will automatically win both external wars against China and Pakistan.”

At the Noida training centre, men and women from across the nation were trained in Urban Warfare, Close Quarter Battle, Survival Psychology, Surveillance Techniques, Weapon Handling, and Rescue Operations.
Dwivedi said the program is not an alternative to the military, but a new model of social and civic defence.
He asserted —
“When every Indian is mentally, physically, and morally strong, no external or internal power can break the unity of this nation.”

Wing Commander (Dr.) Pushkal Vijay Dwivedi, a veteran of the Indian Air Force, has decades of experience in defence strategy, research, and education.
He currently serves as Director General of Bhartiya Shiksha Anusandhan Parishad (BSAP), Chief Secretory United Nations GHRT and Development Partner to DRDO and the Ministry of Defence, contributing through his companies to multiple defence-innovation projects.
He holds a Doctorate in Quantum Weapons, is the author of six books, and is internationally known as the “Father of Self Defence Science.”
The subject Self Defence Science, conceptualized by him, is now included in the Bhartiya Shiksha Board curriculum, designed to build discipline, decision-making, and alertness among students.
